Project Address: The project site will be located within the Anthony C. Beilenson Park in the Sepulveda Dam Basin at 6300 N. Louise Avenue, Encino, CA 91316 west of the 405 Freeway and north of the 101 Freeway.

Project Description: The Los Angeles Department of Recreation and Parks (DRP) and the U.S. Army Corps of Engineers (Corps), in partnership with the Los Angeles Dodgers Dream Foundation propose to develop a National Wheelchair Softball Association (NWSA) softball field for ages six (T-Ball) to adult. The proposed project would encompass approximately one-acre at Anthony C. Beilenson Park within the Sepulveda Dam Basin Recreation Area, located at 6300 N. Louise Avenue, Encino, CA 91316. The land proposed for development is owned by the Corps and operated by the DRP.

The maximum baseline length of the field would be 150 feet and the center depth would be approximately 220 feet.  Field fencing would be less than 20 feet in height. The spectator seating would be portable. The field would be utilized during the weekdays only and typically in the late morning or early afternoon hours. There would be a maximum of two games per day and no games would occur during the evening hours. The patrons of the field would primarily be from nearby schools (the exact origin is based on the need of the NWSA field, which would fluctuate year to year). Parking is available at the park, however, the patrons would be primarily bused to the site, dropped off during playtime, and picked up after the game has been completed. The buses would park off-site along Balboa Boulevard.

Review Locations:

Pursuant to the State of California Public Resources Code and Article 7 of the California Environmental Quality Act (CEQA), as amended, DRP has prepared an Initial Study (IS) for the project described above. Under CEQA, the City identified no significant impacts and proposes to adopt a Mitigated Negative Declaration after it is circulated for a 60-day public review period from December 11, 2008 to February 12, 2009.  Copies of the document are available at the following locations:
