- The Department must aggressively market the Department's youth sports programs to girls to encourage their participation.
- The Department Recreation staff must have a higher level of training with a focus on developing and running successful sports programs.
- The Department has determined that more female volunteers, coaches and referees are needed because statistics indicate that girls' participation increases when women coach and referee.
- The development of statistical reports to facilitate analysis of youth sports is essential to the establishment of program priorities. Such reports must include weekly attendance reports for all classes, monthly, quarterly and annual sports statistics reports, and Annual Community Profiles completed by Directors for their communities. These statistical reports will be reviewed by management, the Youth Sports Task Force and by local Park Advisory Boards (PABs). These statistics will also be subject to occasional audit or field verification.
- Opportunities for girls must be identified, expanded, enhanced and advertised.
- Identify artificial barriers that exist and affect girls' participation in youth sports and take corrective action.
- Youth between the ages of 11 to 14 experience a fear of failure that may prevent them from participating in youth sports programs
